The deep seabed, outer continental shelves and other frontier geographies pose a governance question that precedes any economic one: what rules, evidence and benefit-sharing arrangements should exist before extraction begins? This vertical examines the UNCLOS regime, the International Seabed Authority mining code, national offshore frameworks and the environmental evidence base.
