Why CMPG exists

Major mining economies maintain specialist institutions that study mineral policy full time. India, one of the world's largest mineral producers and among its fastest-growing consumers, has relied on the mineral desks of generalist think tanks. The result is a policy debate that is episodic where it needs to be continuous, and anecdotal where it needs to be measured.

The Centre for Mineral Policy and Governance is an independent, non-partisan research institution registered as a charitable trust in India. Its remit is the full mineral value chain: exploration and concession design, fiscal regimes, critical mineral security, diplomacy, international governance and the offshore frontier.

What makes the work different

CMPG treats mineral policy as a two-dimensional problem. The first dimension is national: securing the supply chains on which India's energy transition, manufacturing and defence depend. The second is local: ensuring that the districts producing those minerals share fairly in the value they create. Research that optimises one dimension while ignoring the other produces policy that fails at both.

The Centre works quantitatively wherever the question allows it, building measurement frameworks for vulnerability, leverage and equity rather than relying on narrative assessment alone, and it benchmarks every Indian question against comparator jurisdictions.
